Buying a scooter/vespa in Italy?

I'm trying to find out if it is possible for a non-resident to buy a scooter in Italy? I've seen a few posts saying that non-residents can only buy new scooters. Is anyone able to confirm the rules for me? Is it possible for a non-resident to buy the scooter but just not to register it? This seems a strange rule given we're all supposed to be part of one big Europe without any discrimination between nationalities.

Unfortunately my Italian is not great, but I do have an Italian translator at work if anyone has the rules in Italian!

Any help would be much appreciated. I'd like to fly to Rome, buy an old scooter and then drive it back to the UK. Happy with how to register it when I get home, but don't want to have to be running from the Italian cops just to make it work!

As an EU citizen in an EU country there are no trade restrictions - you could even go live there just because you wanted to, if you so desired.
Not a good idea to ride in Italy without the right paperwork and legallity - the Italian cops are far less understanding than ours (until given lots of Euros) as are the French and riding back through the UK without tax, registration and insurance would be bad enough.
Not a workable scheme unless you are prepared to sort it properly before you leave or transport it some other way.

The bike would not be legal for use in the UK as the light would have to be changed as would the speedo and there might be a few other things to sort out to get it to UK spec.

Can anyone give advice about getting a motorized scooter /moped !!!!?

I'm giving up my SUV and am going to get a scooter !
I don't know what kind to get !

1) only $ 2100.00 to spend
2) must be strong enough to go up some hills
and I'm 200lbs !
3) I've never ridden one before
4) I think I should get one from a major
manufactorer, so parts can be gotten easily
5) What's the difference /advantage of a 2- stroke or 4-stroke or automatic ?
6) Other than a Vespa ( which I can't afford )
what else is known to be reliable ?

If you can twist a wrench, a China "crate" scooter might be an option.
