Is it true u really dont need a license for a vespa type street legal scooter?
i nread about it and i am thinking of investing i dontt mean like a special license but like a 14 year old could drive on the street
Many states do not require SPECIFIC license but they often require AT LEAST a driver's license (to show that you understand the rules of the road).
That also means that you have to be at a minimum age (15, 15.5, or 16).

how big is a scooter? (like vespa)?
in terms of width, height and length..like if i were to try to fit it into a box how big should this box be?

Well it depends on the model you are looking at. This model named Vespa PX 150 2005 is
1810 mm (71.26 inches) in length
700 mm (27.56 inches) in width
So a pretty big box. Look into calling an autoshipping company since it's so heavy. I believe it costs a few hundred dollars to get a vechicle shipped if that's what you are doing.

You are going to Kaneohe Bay, Marine Base. All bases in the US military require you to have a helmet on and a proper license. This includes having taken a course for motorcycles. In this case you would have to check with regulations. Lots of people use scooters in Hawaii but you have to use regular roads not the Hwy's so getting over to Pearl Harbor, Hickam, Schofield will be a problem as you will have to go around the southern tip of the island and then up or around by North Shore and down. For short trips around the base (if it is allowed) and the neighborhood it should be fine.
The highways are the main way for getting from Kailua to Pearl Harbor and downtown to Schofield, etc… They can be very dangerous at times.
Now if you decide to go with a motorcycle that is another option. used lots on the island, definitely cheaper on gas, lots of places to go, nice shops to purchase from and when you leave it can be packed as part of your HHG for weight allowance. We shipped my husband's to California that way and it wasn't a problem. There is a really nice shop for bikes out in Waipahu where they give a really good rate for military & lots of support, South Seas (not the one on Nimitz though) is the name. He rode his everywhere without a problem. He took part in the Night before Memorial Day ride that ends at Punchbowl which was incredible. There was about 17,000 riders that day. I know Toys 4 Tots is even bigger than that.
