I have a 1971 cb350k twin. I built it from the ground up and bought all the parts separately. I dont have a title because all parts were bought separately. Just got it running today. There is no title and it is not in the system. No insurance and not registered. I got it running and let my friend (has expired motorcycle permit) test drive it. He was 6 houses down and was going straight and a car pulled a fast stop and turned right into the driveway. He swerved to the right and crashed into the right mirror side of the car. My friend broke his arm and my bike is pretty banged up and was impounded. What is the most beneficial stance i can take legally? Can i be sued? I am 17 my friend is 19. I let him ride my bike because i use his yard as my workshop. the lexus sedan accumulated approx 3000 in dam. my bike can be fixed with 1500. what will happen to me for no having registration or insurance. My friend does have a vespa with insurance but no license. please help. no false info please.
Yes you can be sued. Hope your friend's insurance covers him on whatever he rides, otherwise if the driver of the Lexus decides to file a lawsuit, your going to need a good lawyer.

i will be moving to rome next month and i need to know how i should go about getting my vespa insured.
im getting my bike trucked to me and i want to ride the bike.
does anyone know about insurance etc. there.
i only hold a UK provisional licence. have completed my CBT but not sure if this will be valid to ride in Italy or not.

Call into a local insurance office - third party insurance is compulsory
Your UK provisional licence is not valid at all as a resident, it would be if it was a full licence, but then only for 3 months - a full licence can be exchanged free of charge for an Italian one.. You will have to apply for an Italian licence.

Update - if you have a current no claims bonus, it will be recognised by the Italian insurers (you may have to get it translated)
You have 3 months from your date of arrival to obtain an Italian registration. To get this you will require 2 documents.
First a VAT receipt that proves you have paid your VAT, if not you could be liable for import duty
Second a Certificate of Conformity that can only be obtained from either the manufacturers of your bike OR the importers. This document MUST be in Italian.
